So much of this has to do with what give and take will happen between the team and the players. I believe it is very possible that Champ will restructure to stay part of a championship team. If so, then the equation changes a ton in evaluating his value to the team.
Same with Decker but for a different reason - he is positioning himself rather well for some big endorsement money. Is he better off playing in a big market or playing with Peyton? IDK. But he may well decide that his big money opp is not his salary.
I know I will take massive heat for this, but as much as I love Holiday, you just can't afford to pay someone that is on the field for 8 or 10 times a game at most the same way you pay someone on the field for 50 plays. I love him, he is exciting as heck, and unless he decides he wants to remain a Bronco we can't afford too much against the cap to keep him. Is he the best returner in the game? Yes. And how many TDs does he have compared to our big 4 rcvrs? How many times could we have scored anyways starting on the 20?

Is $5M in bonus money more than you'd want to pay him? Sure. But Moreno at $6.3M on a one year option is a lot less than any tag options available, and the option would be a nice bit of leverage to open negotiations on a long term deal with.
Ultimately, I'd rather moderately over-pay Moreno in 2014 than not have a similarly talented back and weaken the offense in one of the few peak Manning/DT/Welker/OJ years we have left. This team's window is closing in the very near future, Welker's contract shows the FO being aware of this. Overpaying one or two key players for a single year is a lot better than not maximizing the SB chances in those years.
