This thing is only about 40% of its final height right now. I really dislike the design, both of the building(s) and the "reflecting pools".
As an aside, NY is a beautiful city. This is an ugly photo. |

There was a ton of red tape initially to get this thing off the ground... to approve a plan that satisfied the public (aka what Bloomberg deemed acceptable enough as a memorial) and the developer (Bloomberg's buddy who needs to rebuild office buildings all around this site).
