There has been a lot of speculation about Harbaugh's intent. An accusation I've seen is that he's using the different suitors against each other to drive his price up. That he is being very manipulative and dishonest. Elway is saying that all Harbaugh is doing is listening to offers as they are being presented, and that those rumors of him being dishonest and manipulative are not true.
