Whether the poster is online or offline is indicated by a red or green light in the lower left corner of their posts. The light will be green if the poster is currently online; it will be red if the poster is offline (or if the poster surfs the Mane in "invisible" mode).

The blue rep square means the poster who repped you is new to the forum and has not received enough rep themselves for the square to be green.

I thought rep means representatives as in house of representatives and the number next to them was the number of delegates we have.
