WASHINGTON (AP) - People think the Democratic-led Congress is doing just as dreary a job as President Bush, following four months of bitter political standoffs that have seen little progress on Iraq and a host of domestic issues.

An AP-Ipsos poll also found that House Speaker Nancy Pelosi is a more popular figure than the president and her colleagues on Capitol Hill, though she faces a gender gap in which significantly more women than men support her.

The survey found only 35 percent approve of how Congress is handling its job, down 5 percentage points in a month. That gives lawmakers the same bleak approval rating as Bush, who has been mired at about that level since last fall, including his dip to a record low for the AP-Ipsos poll of 32 percent last January.

``It's mostly Iraq'' plus a lack of progress in other areas, said Rep. Tom Cole, R-Okla., who heads the House GOP's campaign committee. ``These are not good numbers for an incumbent, and it doesn't matter if you have an R or a D next to your name.''

Democrats agree the problem is largely Iraq, which has dominated this year's session of Congress while producing little more than this month's Bush veto of a bill requiring the withdrawal of U.S. troops. It has also overshadowed House-passed bills on stem cell research, student loans and other subjects that the White House opposes, they say.

``People are unhappy, there hasn't been a lot of change in direction, for example in Iraq,'' said Rep. Chris Van Hollen, D-Md., chairman of House Democrats' campaign effort.

The telephone survey of 1,000 adults was taken Monday through Wednesday and has a margin of sampling error of plus or minus 3 percentage points.

Actually it's the Democrats holding up the Congress end of it to where it is now. Republicans sunk below 20% last time I looked.

I love it , Dems are clearly pushing an agenda , whether you agree with it or not they are pushing..... Republicans havent done squat in 12 years , except for make an ass out of themselfs over Schiavo , Impeaching clinton , and just flat out passing the buck and blaming everything on Clinton .......... Now the chickens have come home to roost , the Republicans have been in charge for over 12 years ,Instead of those on the right pointing fingers at the repubs , and saying look, you guys have had congress and the senate since 1994 , and didnt do shít , but re zone voting districts and take a free ride , those on the right blame everyone ..........

its only gonna get worse if the Dems dont stop screwing around with the military funding.

I do have to be honest thou the dems are in a bad spot. They dont have the power to push anything that Bush and the Repubs dont want. So if they cant change the way things are today they lose all the momentum they had in 06

I agree more will cross over (short of Iraq becoming peaceful ) thats what the dems need right now. Like I said either they get us out of Iraq and change the current corse of America or they end up being the big losers of 06. The people spoke and asked the dems to get in there and right the ship. If they fail the backlash will be harsh.

the repubs are trying to blame dems right now , and if it wouldnt have been for Hagel ( first cross over ) and the Generals , Repubs would have got by with it ...... Batesie , just might go down in history as one of the greatest ........ retiring to fight against Bush .........

I am all for it , we need to get down to the honesty with out slant or Bias , whats going on on the ground , then we need to set up deadlines with the Iraqis..... for example , you will have electricity and running water by a certain date or else .......... we do need to pull troops out , but we need to train Iraqis away from Iraq , like in Turkey , Kuwait , england ........

the dems have laid out alot of good plans to sending Iraqis to Germany with the un for training , up to falling back to the Iraqi boarders and letting Iraqis fight it out .....and Bush and the reps offered what ? Stay the course ? then it isnt stay the course but another troop surge ?

Not my point at all.

The point is I highly doubt both sides will simply come together and simply get down to work. The "whats best for America" thyme will play second fiddle to whats best for "our" party.

The mud slinging from both sides is getting old. Nothing will change....we will not heal....until the turd tossing stops.

Personally I doubt it ever will.

I hope it never stops , after all we are talking about our country , I want passionate people to argue and fight for our future see here is the problem , both partys have good ideas , as well as extreme ideas , what we have to do is temper the extremes with our votes balances and checks . you know me I am a democrat , but I have never voted strait party ticket , the best man for the job , but I AM VERY PRO UNION that does effect my voting to a degree

I see what your saying but,

there is a difference between two partys debating and having passion and two partys that have their own jobs/$/future listed ahead of the country.

Just like you said the repubs that are coming over are doing so for their future not the good of the country.

We need people in office who love their country more then their wallet. personally I dont think thats currently the case.

well after 2 terms of Bush , I dont have much to stand on with my faith in my fellow americans , but really do believe the majority of us will stand up and do whats right , for example , if Bush had ran on , we will invade Iraq , control the oil and influence the market to kick oil up over $55 a barrel , he never would have got elected .. or so I hope
