Smoking Ban-Post Election - The Orange Mane

I had a thread discussing the smoking ban here in garden city and since we had a election, I really don't know what to make of the results. Smoking ban Stays 60-40, the commissioners that voted it in initially(3)were all voted out. Is it a statement of rights, even though they agreed, please chime in and let me know what you think.
