Looks like it was resurrected from the kiddie ride section of the old Elitch Gardens. I think I can see where the chains attach to the central core of the ride.

I think they're full of it. I think they are trotting out this stuff to try and scare us more than anything else. I don't think their technology does anything remotely close to what they claim.

Actually I think it was a plane that was driving into the storm cloud to take measurements. Well a guy strapped onto a plane. Of course he was promised six virgins when and if he should die during this flight.
