• Salary cap: None
• Unrestricted free agents: Must have six or more accrued seasons
• Restricted free agents: Must have three, four or five accrued seasons
• Franchise players: Each club may designated one
• Transition players: Each club may designate one in addition to a franchise player
• Salary bonus proration: None
• Unrestricted free agent signing restrictions: Final eight teams from 2006 have restricted ability to sign unrestricted free agents
• Benefits: None (teams no longer contribute to second career savings plan, supplemental disability, player annuity program, severance pay plan, tuition assistance plan)
• Minimum salaries: In effect; same as 2006

Damn bold isn't working for some reason, check out point 7. Is this another tool to even the NFL out a bit?

It's been out there for awhile that the final 8 have limitations on who they can sign. They can sign their own FAs, 1 for 1 replacement of lost FAs, and 1 FA whose salary starts at more than $1.5M.

Look at the link though Herc, it states that those limitations were not in place in 2005 or 2006. Is the last point just base salary? If so that regulation is pointless because most teams pay a base below that in the 1st year of a long-term deal anyway.

Yes, those limitations were not in place last season, nor will they be in place this season. However, that's not something that no one knew about. The signing limitations for '07 have been discussed here in the past few weeks on more than one occasion.

So the weaker teams get first dibs on talent. So it would be better for Denver to suck in 06 get decent draft position and go sign happy in 07 free agency.
