Mainly because the baby boomers are messing things up with entitlement programs. Bush's prescription drug plan (aka attempted buyoff of the geezer vote) was not a help, and the spending on Katrina and Iraq is way too much too, but it's the ever-growing spending on Social Security/Medicare/Medicaid that's really cooking the books.

The President can certainly ask Congress - but Congress, and Congress alone, makes the final determination of what federal revenue goes where. All the President can do at that point is veto, and that doesn't often happen.

If you want to lay blame for the current federal debt, lay it at the feet of Congress, not the President. He's relatively powerless to do much about it.
