SOS makes Wash pick the lowest of tied teams.

At this point, Denver's #1 should be considered a high second-rounder because, prior to 1995, that's what it would have been.

Not true at this point. 9-5 San Diego has a stronger SOS than 9-5 Washington. Dallas and KC aren't terribly far behind either. SD plays Denver, that will increase their SOS, KC plays Cincy and it will do the same. The Skins play the Eagles and that will weaken their SOS. Dallas plays 5-10 St. Louis so they can't catch the Skins in SOS. Of course it will also change because of all the other games from this upcoming weekend, but at this point Washington won't pick last out of the tied teams if it has the same record as the Bolts.

Best case scenario is that KC and Dallas win, and the Skins lose giving the Broncos #18. No team that's currently 8-7 has a SOS above .500, so the Skins would pick last in that group.

In the grouping we are concerned with, Chargers currently, through week 15, have the strongest SOS, followed by Skins, then Dallas and lastly, KC.

But I can't envision the Skins losing to Eagles this week.
