hate crimes are essentially politically motivated. a serial killer (and yes, all serial killers essentially have the exact same mindset) is not a political actor. most serial killers target women, but they don't target them to instill fear in the female population. they don't target them as a deliberate attempt to marginalize women. they target them because they are broken psychopaths.
