Yup. Waterboarding is exactly the same as working people to death or engaging in illegal medical experiments that kills the people being experimented on.

If the worse thing that happens to someone planning on killing dozens, hundreds or thousands of people is being waterboarded then that person is lucky, and is receiving far more mercy than he was going to show.
