Can someone do a tutorial on adding various wind effects? The wind filter blurs the image too much. I'd like to see if it's possible to create wind effects in ways that don't smear the original image too much.

What do you want the effect to produce on the original image?

Without giving a step-by-step tutorial, I would suggest using several, varying transparency layers, with the wind and blur filters added in.
