Thats a close one but i'd have to say Penski because RCR lost R. Gordon this off season.

And of course Penske has the better drivers. Doh. Childress has Har**** and Jeff Burton, and I can't remember the third one. Penske has Rusty and No Neck Pole Winnin Newman.
