If he doesn't then it was obvious the rebellion would become radicalized and he loses the support of our middle east allies and probably loses a democratic Syria as well.
Only way it could have been successful is if he stayed clear of Libya.
Except that when historians look back they reward the Presidents who could make the tough decisions. IMO Obama did exactly what you said on quite a few issues. Not talk about it, do nothing, and hope it goes away.
