Because his way of differentiating himself amongst his peers is not by quantifiable differences in major policy discussion, but by ridiculing them if they don't hold up to his own standards of protocol, especially regarding the ACA. That fits the description to a T.
I don't think that qualifies a person for such a label, and I think it's also quite common in politics regardless. The guy has standards and he sticks to his guns. I'd like to see more of that. Hopefully he won't do a Paul Ryan and renege on it. Whatever his flaws, it beats a shapeshifting turncoat like McCain by a million times over.
