You say that and then turn around with a "solution" that preemptively charges the honest shoppers thousands per year.
Which gets back to my point. If someone proposed this "solution" for any other industry's bad debt, you'd call it crazy. But in every business, all consumers share the cost for unpaid tabs. Only in healthcare have we been convinced that that's unacceptable.
