I think there's more or a correlation to availability of public transportation and/or population density than anything else.

I can say that Wyoming has no real public transportation at all, pretty much anywhere in the state....Cheyenne has a bus service, but it shuts down at 7:00 on weekdays and 5:00 on weekends, not really helping the "responsible drinker" thing.

Colorado, on the other hand, has a pretty fair percentage of the population served by the light rail and/or bus system.
