I lived in Wyoming for 5 years and DUIs were a slap on your wrist and a pat on the butt (typically $750 fine, loss of license for 3 months, a few alcohol classes, and often knocked down to a misdemeanor instead of a felony) and is one of the "more reckless" states.
I think he's talking about stricter availability laws more than the punishment. These dry counties are less responsible drinkers.
