Not sure if I agree with this. Colorado has VERY harsh consequences for a DUI (including losing your license for a year or more, a ****load of cash ~$10-15k, having a VERY VERY hard time getting hired for 7 years, etc.) and is one of the "more responsible" states.

I lived in Wyoming for 5 years and DUIs were a slap on your wrist and a pat on the butt (typically $750 fine, loss of license for 3 months, a few alcohol classes, and often knocked down to a misdemeanor instead of a felony) and is one of the "more reckless" states.
