Just to clarify, if you get two cloaks, you can be shielded from one vote. If you get three cloaks, you can be shielded from two votes. The first cloak simply obscures who you voted for in this round from the rest of the players.
Also, if you want to use a cloak from an interloper, you have to announce you are using that cloak PRE-VOTE. In other words, if the deadline passes and you got three votes and want to use the protection then, you are out of luck.

Another thing to add, you also have to announce when you would like who you voted to be obscured from the rest of the players. You may do that at any round during the game.
