Agreed, the case must have been borderline airtight, or they wouldn't have filed charges. Gaming Commission runs Nevada, the casino and NGC dropped the charges, almost certainly for a cash settlement (although that's illegal, at least in California).
The charges might be "dropped," but I'll bet QC doesn't set foot in that or any other casino for 3 to 5 years, maybe ever. Lifetime ban is pretty standard I think.
I want a safety in Round 1, maybe trade back a few spots ...
