Yes, and yes -- I've wondered the same thing myself, why Chrome isn't the best.
But Chrome does work "seamlessly." It's just not the best. And I suppose that's one of the principles under the "open source" ethos of Android. Open source means they give out the source code, and any number of innovators can try to modify or supplement it. And the thinking is the end product is improved by all of the innovation that comes from that. So maybe Dolphin is an example of that, where the "best of the herd" beat the company one.
