Android IS the operating system, and yes, it's under Google's wings. There are many phones running the Android operating system, with the Samsung Galaxy S1, S2, and S3 probably the most popular phones that run Android right now. Therefore, the OS is designed by Google, but the phones can be designed by any phone manufacturer. Google makes their Nexus phones which run Android.

I have not tried Chrome on my Galaxy S3, but yes, I think it is fair to assume that Chrome should work seamlessly on an Android phone.
