Republican senators have enforced a strict sixty-vote threshold for most nominations, and sometimes holds are placed on nominees anyhow. This hobbles crucial federal agencies and is yet another successful prong of the Republican war against effective government.
Democrats blocked an unprecedented number of Bush nominees and come to find out Dirty Harry was actually the first leader in history to use the proforma maneuver to block recess appointments. Every bit of this is Democrats reaping what they so happily sowed.
