The league gives each team an amount of money just to sign their picks each year based on how many picks they had. It's usually in the range of 3-5million. The league wouldn't let a cash-strapped team not be able to sign any of their draft picks. They get that money in cap space after the draft.
So you are saying that this money does not fall under the total salary cap. Did I get your post correct.
Or are you saying they only allot 3-5 million per rookie class..
