The government doesn't make more food stamps/welfare recipients, the private economy providing sub-standard employment does. If they make the jobs then they also make the wages and own the absence of jobs. You can't parse blame on this. The very specific role of our government, the entire reason our government is a representative republic and not a true democracy, is because our founding fathers understood that the masses were not capable of acting in their own best long term interests. The very reason our government exists is to protect these people from themselves, be that electorally or fiscally by enacting minimum wages, ensuring universal health care, etc..
You small gov't. types should be preaching to the private sector about taking ownership for the well being of their employees if you want real results. The government will always have to pick up whatever slack the private sector leaves for it. These problems will only get worse the more you argue for letting the private sector shirk as much of that responsibility as possible.
