Once you win the election, the rhetoric rarely becomes any sort of actionable policy initiatives. You leave the state legislators to fight the social issues in the trenches, while you steal the silverware through manipulating taxation and supporting regressive tax policy. In the process, you make your super super duper rich circle of friends, super, super, super, duper wealthy.
And the rubes are none the wiser. It's worked off and on for 40 + years now. Quite the long con.
