At least that is how I always read it before this season and no way they make a team play 2 tiebreakers especially the 2nd one just to see where the game is played.
That's how I read it too. A one game playoff for a division title is considered a 163rd regular season game, as referenced by the 2009 game between the Twins and Tigers. The official final regular season records of those teams are 87-76/86-77...163 games.
