I really haven't seen anyone saying it is racist per se. The concern is that it affects poor people extremely disproportionately. And of course it does. Now, minorities are disproportionately poor, so there is an indirect racial effect as well.
But in any case it's much easier to pretend the objection is based on race, because it is much easier to raise a specious objection to that, given the utter lack of defensibility of laws intended to address a problem that doesn't exist.
