your are ignoring the facts is my problem with you are a plan jerk. and i stated it was by city. i gave you the state law so you could look it up but it does not go by city by city. your problem is your saying the owner is at fault the owner didn't let his dog loose to be killed by a manic man. you act like the man took him of the leash and let him run wild and free this is NOT THE CASE.
