Here's a fact for you... if the dog had been in his own yard where he should have been (escape prevented by a responsible
pet owner) then none of this would have happened.
Does that excuse the actions of the man who killed the dog? Most certainly not
. What the "minister" chose to do was heinous and reprehensible. But that doesn't change the fact that it was the dog's owner's responsibility to keep his pet (safe) on his own property.
One further observation: neutering the dog would also have prevented the incident as neutered male dogs aren't nearly as likely to escape from a leash to go looking for other dogs to hump.
