The new CBA doesn't force a team to spend up to the cap in 2011 or 2012. They saw this as an opportunity to keep the payroll way low for 2 years before they are required to spend. This manning saga Is showing that they are switching from cheap mode. But if they don't get him don't look for spending for someone else. It's back to being cheap.
