Because they're all drawn with white features outside of the occasional facial hair on old people/Hiru when he comes back late in the story.
Like I said, they're immersed in a lot of Asian culture but it rarely extends past the tribes culture, dress and occasionally their hair, and yes the water tribe is tanner than the rest of the tribes, but how people drew specific conclusions is silly. It's a cartoon.
