Internal storage, you're right, incredible has the evo beat. I think they were banking on the fact that 2.2 froyo will allow the capability to store apps on the sd card. And yes, it's shipping with an 8gig card (expandable to 32).
The rom is important simply because of all the ****** sprint ships with the phone. That's where a lot of the lag came from on the hero, mostly useless (imo) apps that sprint loads on there.
As far as the LTE goes, it'll be interesting. I kind of agree with you, from what they're claiming, LTE is definitely primed to take over sooner, but WIMAX might be the winner in the end. I think the technologies will push each other, but disagree in the sense that LTE will be a "lot" faster. Time will tell.
Stoked for you though, the incredible is a beautiful piece of technology!
Clearwire just reworked their deal with Intel so that they would have the ability to bail on WIMAX and switch over to LTE, if it comes down to it. LTE may certainly end up being dominant in the end but that won't happen for at least another 2 years, which is when I'll be ready for a new phone anyway. In the meantime, I get first crack at enjoying 4G, and I don't have to sit around witing for Verizon and Apple to get off their asses and do what should already be much further along.
