The most NOTICEABLE differences....
Bigger screen
Dual Cameras (front facing so eventually you can video conference)
HDMI output, and the ability to record in 720p
Ability to be used as a hotspot
twice the ROM (as a commenter pointed out)
and of course, the 4g.

* The EVO screen is the same resolution as the Incredible. It's just physically bigger. So your getting the same number of pixels on the incredible, just a bit smaller. Having held both phones, I much prefer the incredible for day-to-day use. The EVO is really nice, just a bit big for my taste. The Incredible is actually the single best form-factor I've ever encountered in my opinion.
* The Incredible comes with 8GB of internal memory, where the EVO only has 1GB. Both are expandable by SD card (I think the EVO might come stock with an 8GB card, I'm not sure).
* The ROM is a complete non-feature. Simply a technical detail. I'm guessing that there is some extra sprint stuff on the EVO requiring the larger ROM footprint. It's nothing you can actually use, however.
* The EVO does come with a kickstand that allows you to sit the phone on a table and watch movies and what-not. It's a bit gimmicky, but kind of nice.
It really comes down to personal preference. FWIW, I went with the incredible. I was able to snag it on a 1-year contract which will make me eligible for the upgrade to the Verizon 4-G (LTE, which should be a lot faster than Sprints WiMAX) network when their first 4G phone is coming out at about this time next year.
I moved to the incredible from an iPhone 3GS, and I absolutely love it. I'd be happy to go into why I think Android is the superior platform, but I REALLY don't want to turn this thread into an apple fanboy flame-fest
