This is true and false bobby. You can build your core muscles like you can any others... in which case they'll show at a higher bf % if you've built them up.
As I've read (not claiming is gospel, but I personally believe it), deadlifts are the best way to build core muscle. You can isometrically put several hundred pounds of stress on your core as opposed to the >100 doing situps (most of that stress will hit your hips anyways).
I genuinely believe it because when I go for 2 or 3 rep maxes, I can almost feel my abs tearing when I lean it back at the end.
But cutting bf will cut up/define anything so you're extremely right in that regard.
