You could sound-proof your basement.

Electronic drums are expensive. They haven't really caught on in studios, except in hip-hop and electronica.

I only have experience with the Roland V-Drums, but those are hella expensive. I think Yamaha makes a cheaper kit, but the only electronic drums was a normal feel are the V-drums, because they use real heads.
