According to the New York State Troopers (2 of them) that I showed the video to, it's definitely an illegal move if observed by the officers to be intentional over a certain distance (They said it was a form of road rage and they see it often). Charges could range from reckless driving, following too closely and/or failing to yield right-of-way depending upon the arresting officer's discretion. Each carries a high number of points against your licence and would be fatal to anyone holding a job based on a CDL.
