Chris wont be actually. Under the current labour agreement those guys drafted in 2006 (all on 4 year deals) wouldn't have been eligible for UFA until 2010, they wouldn't have had RFA status at all.
With the CBA now being thrown out the window the new rules state a player must have 6 years playing experience before he can hit the market. Thus Chris and the other guys drafted in 2006 on 4 year contracts literally cant go anywhere. In actual fact Clayton is talking out his rear end with this because Denver were gonna have a contractual nightmare in 2010 if the current CBA had stood because they would've had to work out deals for a minimum of 4 young star players inc Chris, Marshall, Dumervil and Scheffler.
With the CBA being thrown out this gives the Broncos plenty of time to decide how to manage these deals.
