I'd have to do some research on who was the front-runner in 1999. Besides, there are vast differences between Bush and Guliani. Bush appeared to have what conservatives wanted in a candidate. It's only after
he was elected that Bush was revealed to be a guy who hasn't met a spending bill he didn't like...at least, until the Democrats took office. The Republican base knows that Guliani is pro-choice, and that could be his downfall unless he convinces the people that his whole campaign is not centered around 9/11.
