Resizing it (and leaving the background white) would be easy... it's "cleaning up" the image enough for the logos (with drop shadows) to look right on a black background that would take time. Before the resize, the gif is 175 x 131... and 142 kb... after the resize to 240 x 320, you'd be looking at probably 250 kb....
