Agreed.....I hate government regulation but I once thought that maybe the best way to get the idiots out of the mix would be to require people to apply for a permit much like a gun....however I changed my thinking on that as the only thing it would probably change is wasting the time and money of the already responsible owners. The non-responsible owners would still find ways to get the dog and avoid the proper channels much the same with guns.
Unfortunately there isn't a button that can be pushed and rid the world of the scumbags.
