There could be lots of reasons for that. Sometimes, if you suddenly have a rapid change in diet, I think your body can panic and it starts storing up fat.
Also, even when you are losing, and losing steadily, you'll sometimes see minor fluctuations up and down. Don't let it get to you. If you suddenly lose a bunch, it's easy to make that an excuse to cheat or to get expectations out of whack. And if you lose too little, then it gets depressing. I tried not to worry too much about the scale and just stuck rigorously to my routine and it worked.
