Chicago for instance is a pretty rough city, if you don't know what you're doing or where to go, etc...it could be disasterous. I'd love to check it out, but without that ground person in place...forget it. There's not much to choose from elsewhere on that list.
If you ever make it to Chicago, for the game or otherwise, look me up. It's pretty safe downtown - crime can happen anywhere - but they did a good job of cleaning up downtown ("The Loop"). Sox Park is in a marginal area - used to be pretty bad. Wrigley is amongst bars everywhere. Rush St. is great for bar-hopping and the Magnificent Mile (Michigan Avenue) is known for it's shopping. There are always tourist's around those areas.
Though, one Packer fan did get thrown into Lake Michigan years back when my dad was at a game for running his mouth too much. He lived. The Bears' fans threw him his cheesehead to use as a flotation device! Come to think of it, the game was in December! Like I said, Chicago's not that bad. We're a bunch of humanitarians!
