I guess he could go as high as a 4th, but not as likely. I'd try those three and see how you fair, if no one bites, try the next lower tier, which would be the Mike Bells, Ahman Greens, and Deuce McAllisters. Good luck! RB's will always be of more value than TE's. Just the way it goes, but Shockey is widely considered a top 3 TE. Oh, and the reason I'm suggesting Shockey over Heap. 1. The difference in #'s should be small. Shockey may end up with a few more yards, but Heap likely ends up with equal or more TD's. 2. Steve McNair has shown over the years to really rely upon his TE's. Frank Wycheck was a very good player, but nowhere near the same caliber athlete as Heap. I think you can look for atleast the same #'s as last year from Heap (850 yards and 7 TD's) and quite possibly more!
Good post Oskie, I was almost going to post the same exact thing. Shockey will get you more value and you could maybe get a second to third level rb for him or since you said you have depth at WR you can maybe package Shockey with a WR to get a better RB. Shockey will either be the 2nd or 3rd best TE in fantasy and him and Eli have a good chemistry going and his stats may go up if Eli doesn't hit another wall.
I might lean towards keeping Heap for pretty much the same reason Oski said. Shockey has the better value but now with McNair in Balt. Heap may put up #s very close to Shockey. Aside from the RBs mentioned above you can maybe get another guy that can have a good rebound year like Jamal Lewis possibly or Deshaun Foster.
Who are your RBs and WRs as of now and is there a team in your league that doesn't really have a good starting TE at all? Like I said you might be able to package Shockey with an ok WR that is on your bench to get a better RB.
