If you can't change the habits of the users it's important to reduce the effects of of abuse which raise overall medical costs to all.

Maybe they should offer high quality heroin so the dumbasses can take their last dose and just go to SLEEP for good.

so it seems fair that if you want welfare and food stamps you should have to take a drug test. People on unemployment should have to piss in a cup also.

Make all drugs legal and easier to get and people will suddenly stop using them. That is what some people actually believe.
