"The Anti-Homosexuality Bill 2009 is going through Uganda’s Parliament after receiving its first reading last month.
According to Clause 2 of the Bill, a person who is convicted of gay sex is liable to life imprisonment. But if that person is also HIV positive the penalty — under the heading “aggravated homosexuality” — is death.
...
The Bill proposes a three-year prison sentence for anyone who is aware of evidence of homosexuality and fails to report it to the police within 24 hours. And it would impose a sentence of up to seven years for anyone who defends the rights of gays and lesbians."

Hm. I wonder if the law will include animal species that show homosexual behavior? That list includes elephants, giraffes, lions and hyenas, all of which can be found in Uganda.
Or maybe they'll try to convince the animals to wear pink triangles? Maybe so "those" animals can be put first on the hunting quotas?

So, in your view, a health emergency is a good excuse to discriminate against (and even murder) people who do things you disagree with?

Yours is the reading comprehension that needs to be checked. The clear implication of his post is that these actions are justifiable in light of the AIDS problem they have over there.

In his world, such laws are just for commoners.
It's analogous to how repigs who oppose abortion have no problem availing themselves (or their relations) of an abortion when it's expedient.

Uganda has a terrible HIV/AIDS problem. Male gay sex spreads it very quickly because they are using a hole for a purpose other than its intent. Male gay sex rips the anal wall causing blood flow outside the internal body. Since it's a 3rd world country, gay sex could be a death sentence regardless of the law. Either way, they can run their country the way they want, but I wouldn't support this type if law unless there was a terrible AIDS problem there.

Considering that in many parts of sub-saharan Africa female circumcission and dry vaginal sex are wide spread, heterosexual intercourse spreads HIV just as fast and is a much larger issue than male homosexuality.

Quantify it? You mean jamming a hygrometer up there? That seems a bit radical to me.
The truth of the matter is that no ban on gay sex is going to significantly change the spread of HIV in sub-saharan Africa. Education is the ONLY thing that will do the trick, as long as people think having sex with a virgin or rubbing goat feces on yourself or any other such nonsense will cure it it can't be stopped.
We can argue to the cows come home, but as long as the vast majority of the population in that area are illiterate farmers and herders in heavily misogynistic society badly influenced by extreme religious doctrine there is nothing that will help.

I was just reading an article where people are killing and dismembering albinos in Nigeria to sell their parts in Tanzania where they believe those parts have magical powers. Just the other day they found a decapitated, albino torso. The article detailed how albinos in Africa fear for their lives and try to hide themselves from public.
Anyway, good luck with that AIDS education effort.

If the vagina doesn't lubricate (for instance due to circumcission) or deliberate efforts are taken to dry out the vagina prior to sex such as rubbing it with powder.
In general having dry sex causes many of the same effects as anal sex, rupturing, wounding and bleeding.
At least gay sex doesn't lead to overpopulation and starvation, so it has other benefits - no HIV positive baby has ever been born as a result of gay sex.
The education that has taken place in Africa fits in a very small space. Considering the efforts in treating and educating about some parasites in the same areas, distributing medicine and educating about treatment it is a wonder that not more has happened in HIV prevention - There is if nothing else a correlation between the stringent religious doctrine in many subsaharan countries and the failure to control HIV.
