A private security force whose biggest role is helping the U.S. government to “combat terrorism” is now patrolling the streets of a town in Montana, acting as law enforcement but accountable to nobody and operating completely outside the limitations of the U.S. constitution in a chilling throwback to the brownshirts of Nazi Germany.

The American Police Force organization is a paramilitary unit that “provides surveillance, investigative, and military services across the world,” according to its website, which shows men dressed in military fatigues carrying machine guns.

“As part of our mission, APF plays a critical role in helping the U.S. government meet vital homeland security and national defense needs. Within the last 5 years the United States has been far and away our #1 client. Technologies, programs, and services performed by APF have played a very important role in U.S. military and civilian efforts to protect our homeland and combat terrorism,” the website states.



APF were originally contracted to provide security at a previously empty detention center in Hardin, a small town in Montana, but are now patrolling the streets driving SUV’s with “Police Department” printed on them despite the fact that Hardin doesn’t have a police department. American Police Force has no jurisdiction in the area because it is a private organization, not a police force.

According to Two Rivers Authority officials, having the private security force patrol the streets was not part of the contract. “I have no idea. I really don’t because that’s not been a part of any of the discussions we’ve had with any of them,” Two Rivers Authority’s Al Peterson told KULR 8 News. Peterson said that patrolling the streets was on the “wishlist” of APF’s Captain Michael.

The American Police Force is a shady outfit shrouded in suspicion. According to an Associated Press report, questions over the legitimacy of the organization abound.

“Government contract databases show no record of the company. Security industry representatives and federal officials said they had never heard of it. On its Web site, the company lists as its headquarters a building in Washington near the White House that holds “virtual offices.” A spokeswoman for the building said American Police Force never completed its application to use the address,” reports AP.


Furthermore, APF was tasked with filling the empty Hardin detention center with inmates, without any clear indication of where those prisoners would come from.

“It’s unclear where the company will get the inmates for the jail. Montana says it’s not sending inmates to the jail, and neither are federal officials in the state,” according to the report.

Maybe the inmates will be the local population of Hardin if American Police Force is allowed to continue to pose as a law enforcement outfit in the town, which is exactly what they intend to do for at least another month.

Having a private security force whose stated mission is to help the U.S. government “combat terrorism” patrol the streets of small towns in America without even having the authority to do so from local authorities is obviously a frightening pretext and harks back to the private paramilitary forces that helped Adolf Hitler rise to power in Nazi Germany.

Many fear that if martial law is declared in response to a flu pandemic or other emergency, private security forces such as APF will be used by the government to oppress citizens by operating outside of the law.

This is completely unconstitutional and a flagrant threat to the liberty and security of the population of Hardin. The County Sheriff is effectively breaking the law if he doesn’t immediately kick APF out of the area and end the occupation of the town by a private paramilitary army.

where the heck are the National Guard and local law enforcement officers? the mayor of the town may not know what's going on, but the governor probably ought to mobilize these guys and demand answers or be prepared to provide answers himself.

an acquaintance at work speculates that it's part of the rex84 program--some kind of FEMA detention plan designed for major civil unrest and/or national emergency, including 800 detention centers nationwide. seems about as far fetched as a military coup under Obama. ;)

It's ironically funny that this American Police Force just hired the Billings Gazette journalist that was handling the investigative reporting on APF as their new PR rep.

Strange situation but the more I learn the more it seems like a scam rather than anything malicious.

American Police Force, the paramilitary unit patrolling a small town in Montana, has been exposed as being a front group for the disgraced private military contractor Blackwater, now called “Xe”.

The American Police Force website, on a page that has swiftly been deleted but remains cached here, states that APF runs the “U.S. Training Center,” which proves “a wide range of instruction and training for all types of law enforcement organizations, from basic firearms training to complex SWAT tactics,” according to the website.

The Blackwater website carries on its contact page the following address, underneath the logo for U.S. Training Center.

Xe Services LLC is the new name of Blackwater USA. In addition, the U.S. Training Center contact page carries the exact same address.

The U.S. Training Center is run by Blackwater. Indeed, The U.S. Training Center website, can be accessed via Blackwater’s forwarding URL at http://www.blackwaterusa.com/.

According to a February 2009 NY Times article, the U.S. Training Center is a Blackwater “subsidiary that conducts much of the company’s overseas operations and domestic training.” Blackwater changed the name of the facility from its old title, Blackwater Lodge and Training Center, earlier this this when they also changed their own name to “Xe”.

Since Blackwater runs the U.S. Training Center, and the American Police Force stated on its own website, before it was deleted this morning, that it also runs the U.S. Training Center, there is no other conclusion to draw but that APF and Blackwater are one and the same. Or in other words, APF is a front group for Blackwater.

A domain registry check confirms that the U.S. Training Center website is registered to XE Services.

The fact that American Police Force attempted to hide the link by deleting the page on their website is further evidence that they are trying to conceal the fact that they are nothing more than a front group for Blackwater.

The U.S. Training Center is the training facility for Blackwater’s front group, American Police Force. This means that the new training facility that “American Police Force” are trying to build in Hardin is another Blackwater training facility.

This also means that Blackwater troops, under the guise of “American Police Force” have been patrolling Hardin, posing as law enforcement, and are also attempting to boss the $27 million dollar detention center recently built in the Montana town.

Many people have expressed suspicions that the convicted criminal running “American Police Force,” Michael Hilton, is not really the leader of the company and is merely a go between for his bosses. This is now confirmed by the revelation that APF is a front group for Blackwater.

APF’s reticence to divulge who their parent company was to reporters is also explained by the fact that they are a Blackwater front.

As the videos below discuss, Blackwater has been widely attacked for its involvement in atrocities in Iraq and Afghanistan. To have such individuals patrolling the streets of American towns posing as law enforcement and manning detention camps is a chilling precedent and all the more reason why American Police Force – or Blackwater as we should now call them – should be kicked out of Hardin immediately and face criminal charges for violating article 2 section 33 of the Montana Constitution.

EO's in and of themselves are not unconstitutional. The President has to conrol his domain within government. However they do not apply to the general citizen.

The Hardin jail deal is off, said a spokeswoman for the cryptic California company contracted to run the for-hire hoosegow, now two years empty.
Becky Shay, spokeswoman for American Police Force, said Friday that her company is withdrawing its offer to operate the 464-bed facility. The announcement comes after investigative reporters revealed that APF's president has a criminal record and that some APF claims about its jail proposal were bogus.
"TRA deserves a less controversial partner," Shay said. Shay also said the jail needed infrastructure improvements, including medical equipment, and said "we just cannot make infrastructure investments at this time."
"It's been a pretty arduous process," she noted.
The 10-year deal was presented by local economic developers last month as Hardin's best chance to profit from the $27 million jail built two years ago to house inmates under contract.
APF has been extremely secretive about its dealings. Shay, a former Gazette reporter who hired on with APF two weeks ago, has declined repeated requests for information about APF, its backers and proof of government contracts that the company states are its bread and butter. What is known about APF has undermined its jail bid.
Nine days ago, reporters for The Billings Gazette and the Associated Press revealed that APF frontman Michael Hilton has 17 aliases, a record of felony convictions and a history of moneymaking schemes gone bad.
Court documents show Hilton has outstanding judgments against him in three civil cases totaling more than $1.1 million.
APF's dealings with Hardin's economic development branch, Two Rivers, became public Sept. 10 when the two entities announced the California company would take control of the jail. The deal was expected to create 120 local jobs.
Two Rivers had originally built the jail hoping to fill it with Montana prison inmates. But the organization never had a written contract with the state government, which didn't have prisoners to send to the facility once it opened. A job fair for would-be jail employees scheduled for Monday was called off this week.
There were doubts about APF from the beginning, but Greg Smith, Two Rivers executive director at the time of the deal, said concerns were unwarranted.
"There will be naysayers and critics," Smith said last month. "But, you know, we're doing the very best with what we have to make this a success. What I'd like to do is ask them to sit back and let us be successful. There is always time for people, if they want to, to be critical. This has been a long fight. Let us do what we believe is the right thing."
Smith resigned last Monday after being placed on paid leave a month ago.
