The kilt is a garment worn by Scotsmen as a symbol of national identity and is a remnant of the ancient Celtic race. These days it's most often worn at celebratory occasions like weddings and can also be seen at sporting events involving Scottish national teams.
It also used to be an excellent way to make sure that weren't mistaken as being English. However, this idea has been under threat in recent years as the English have been struggling with their own national identity and have therefore decided to hire kilts in increasing numbers.

Trousers are a very recent invention. The Romans didn't wear them though lots of Barbarians did. When the Barbarians swept into Europe, they drove the original Celts into the sea - or al least to the western fringes of Eurpe, like the West of Sciotland, Ireland, Wales, Cornwall and Brittany. Out of the mainstream, they failed to keep up with fashion. When Scotland was (somewhat forcibly) united with England and Wales to form the UK, the wearing of the kilt became a matter of national pride; and the ban on Highland dress after the battle of Culloden in 1745 finally squashed Scots Independence srved only to reinforce this prejudice. Which is why Scottish ceremonial costume is about 1600 years out of date.
The wearing of kilts goes back along time. The Scottish army wore kilts out of mere convience. In battle it is alot easier to relieve yourself if you dont have a whole bunch of buttons and a belt to undo. Its also why traditional kilt wearing does not involve the use of underwear.
